Board President Jim McLaughlin


Jim McLaughlin retired from the California Highway Patrol (CHP) in 2010 after 30 years of service, rising through the ranks from Officer to Division Chief.  He has served throughout California, including Los Angeles, Imperial, Napa and Sacramento County, and the greater San Francisco Bay Area. 

Jim commanded the Planning and Enforcement Division which is charged with policy development and management of statewide CHP enforcement and investigative programs.  He served as Assistant Chief in the CHP Golden Gate Division which provides emergency services to the nine Bay Area Counties.  In addition to providing management oversight of twelve CHP commands, he served on the Bay Area Joint Terrorism Task Force Executive Committee and worked with other Bay Area agencies on transportation-related issues including congestion relief.  Jim also served as the Training Division Commander with responsibility for the Academy, in-service training and professional development programs.

After retiring from the CHP, Jim served as a Regional Program Manager for the U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA).  Working from the regional office in San Francisco, he administered federal highway safety grants in Arizona, California, Hawaii and the Pacific Territories.

He served on the 2017-18 San Mateo County Civil Grand Jury, Public Safety Committee.  Jim also served on the Town of Atherton Transportation Committee from 2015 to 2018. 

Jim graduated from the University of California, Davis, in 1980 with a degree in economics. He was selected to attend the FBI National Academy, Session 175, in 1993.  Jim completed the Northwestern University, Center for Public Safety – Contemporary Public Safety Executive Management program in 2006.  He has also completed the Capstone Leadership Program on Extremism and Terrorism sponsored by the Anti-Defamation League.
